Searchable Database: Academic State Champs

Fifty-four Michigan public school districts and charters were named 2013 Academic State Champions. Winners represented the top 10 percent of districts and charters in a database created by Bridge Magazine and Public Sector Consultants that used test scores and socioeconomic status to determine which schools are exceeding expectations.

How to read the chart: An Academic Champs score of 100 indicates a school’s students are achieving at expected levels for their income level; the higher the score, the better a school’s students are performing on standardized tests.

PS..quickly..The school district that my daughters attend is Saline and they are ranked 49th in this poll. In other rankings, aspects of our school ditrict can rate in the top ten, so by being ranked 49th here congrats to all because the Saline School District is an excellent District.

Where is the methodology for this analysis? It not remotely clear how you determined what is "expected levels for their income levels". The Mackinac Center released a similarly styled ranking last year with very different results. What accounts for these?

Mike. If a school district like Godwin Heights has less then 10% of their students that are college ready vs. a school district like Forest Hills or East Grand Rapids that have over 97% of their students are college ready I don't see how they can be ranked so high. I understand they are over achieving based on the district's income level but does it make that district better?

Actually report does cites Mackinac Center is clearly behind this study. Thank you for posting the methodology! I could not help but notice that Star Academy has dropped from 140. to its current score since 2011, while my child's school has lost only three points at 106+. What would cause such a discrepancy?

This is the only FAIR WAY to evaluate school districts as it shows how much of a difference they really make. Contrary to what our Republican Politics want the public to believe many public schools are making a BIG difference. Look at both your districts scores then compare them to others with the same poverty rate and you will have a much better sense of how well your district ACTUALLY PERFORMS. Thanks for putting common sense into the use of statistics.

My largest question when looking at this dataset is why include 11th grade test levels? I guess they are the best measure of outgoing student performance available, but looking at the data for several districts I see huge jumps in grade level scores from 4th/8th to 11th. 11th graders are in effect there by choice, you can drop out by that time if you choose, so it seems like the data would be better represented by comparing 4th/8th grade scores with 11th grade scores. Comstock for example has scores of 24, 459, and 355... one of these values is not like the others. Kalamazoo similar thing: 56, 266, 235 I would love to see more of the data from this, I looked at the Mackinaw center stuff, but that's all high school only, and is a 4 year average, so Comstock's 24 drops to 56 when you include multiple years... really curious to hear more about this.

Do you feel your child is getting a proper education? My daughters district ranks over 500. Does that mean their education sucks? No and I'll tell you why. My middle school daughter is in the top 5% of her class, is in an advanced educational program, has a grade point of 4.1 & is on the school's robotics team. My 5th grader is in in the same advanced program that my eldest daughter went thru. They are both reading at 4 grades above their current academic level. I also believe athletics plays a role in education. My middle schooler, #1 Seventh grader, was a point scorer for her swim team & my 5th grader excels at soccer, the youngest player on her U11 traveling team and one the team relys on. I don't reallly care what rankings a school district gets, as long as my children get a proper education. This continues at home, outside of school. My daughters do home work immediately after school and read at least an hour every evening after school. I've turned them into cyclists and they ride about 500 miles form April thru September. I also want to mention, they deal with a divorced household, have a father that's been through it all & can learn from. I have a Bachelors Degree, am a convicted felon, compete on a high level in competetive Triathlon events and do what I can to survive. Rankings be damned & parents step up!

The Bridge is creating a feel good ranking in a world where everyone gets a medal for participation: Interesting what the Bridge promotes: http://www.wma-es.com/images/stories/pdf/AER%20data%202012-2013.pdf GR Charter school ranked above Saugatuck and Black River this GR school offers only 2 AP (BRPS 18) courses and they are below state average on MEAP scores? They have 75% graduation rate and they don’t even list ACT scores or where kids go to college. At Godwin Heights, also ranked 4th in the state, they had a total of TWO students that took an AP class and passed the AP exam for college credit (BRPS Godwin has over 50% of students in 11th grade score “not proficient level 4” on MEAP test in Math and less than 10% that scored even at “proficient” let alone “advanced” Level 1. http://www.godwinschools.org/downloads/high_school/godwin_heights_high_s... Black River as a reference: MME 11th Grade Composite Scores, Levels 1 and 2 (Spring 2013 results for Class of 2014) BRPS State Mathematics 41 29 Reading 72 54 Writing 69 49 Science 40 26 Soc. Studies 61 39 ADVANCED PLACEMENT PROGRAM In May 2013, Black River Public School students took 272 Advanced Placement examinations in 18 different subjects (Art History, Biology, Calculus AB, Chemistry, English Literature and Composition, Environmental Science, European History, US Government and Politics, Comparative Government and Politics, Macroeconomics, Microeconomics, Physics C, Psychology, Spanish Language, Statistics, Studio Art (Drawing), United States History, and World History). The Washington Post (2011) recognized Black River Public School as #156 in the nation (#1 in Michigan) on its "challenge index" for Advanced Placement student participation.

Agreed. The data is based only on over performing based on socioeconomic expectations, not on student outcomes. The list is useless for families searching for the best educational outcome for their students.

Nobody has that his list shows what are the best academic school districts in Michigan. The list is intended to show what districts are outperforming their expectations based on the socioeconomics of their student population. If you took 30 seconds to read the intro you would see that. Thanks for all of the meaningless stats about Black River. If I wanted to know the results you are trying to show I would simply look at any other rankings put out by the state.

Glad to see the Free Lunch data....now I will know when we plan to move which districts have a high free lunch ranking and avoid them. That is about all I got from this evaluation. I do see merit in a state wide teaching curriculum where every student at every grade level has the same curriculum making a better testing evaluation. Putting spins on academic performance is just dodging the quality of teaching and trying to put the blame on anything other than the classroom. Maybe a ranking of teacher test scores and their performances would be a better way to judge a district ......

What difference does it make since Snyder will defund them until all public schools fail. His mission it to privatize schools, not educate our kids, just as DeVos and the Kochs has paid him to do. I also don't think a school with 500 kids can be ranked against a school with 12,000.

I appreciate this study using socioeconomic data. Why not go one step further and factor in general fund revenues per pupil? I just grabbed the 2012 data on per pupil spending for these top 10 schools and it leads me to suspect that the Calumet and Benzie schools are doing far better than Ann Arbor or Bloomfield Hills when you consider how much less money the former schools have to work with. 2012 data on general revenue funds per pupil: 1 - Star International Academy $9,050 2 - Central Academy $9,496 3 - Crawford AuSable $8,838 4 - Riverside Academy $9,276 5 - Godwin Heights $10,368 6 - Okemos $9,494 7- Bloomfield Hills $15,029 8 - Ann Arbor $11,449 9 - Calumet $8,463 10 - Benzie County $8,324

It does seem like graduation rates, college acceptance, AP classes taken and passed, ACT score, PSAT score should be the most important factors in rating a high school.

Having served as a teacher for nearly two decades in districts with higher free and reduced lunch populations, this survey is only useful if you have no means of participating In schools of choice. The best over performing lower socioeconomic districts on the list do not have student outcomes anywhere near comparable to districts with higher socioeconomic students in terms of state testing, graduation rates, and post-secondary acceptance and completion, From a parent's perspective, where would you send your children if you had a choice - to an over performing but academically struggling district, or a socioeconomically affluent but under performing district with great student outcomes? This list is not helpful for students and families, and that is the purpose of school, not for justification of funding or accolades based on "expected" outcomes.

First I want to commend you for doing such a wonderful job with your children. It is clear that you focus on their education. More parents should do the same. With that said I also want to say that the school has to step up to. If the school is poorly ran and poorly funded it will produce poorly educated children. I also work hard on my children's education. My son is at school ranked in the 300s yet he is an A Honor Roll student. I attribute that mostly to work at home but the school plays a part. My daughter on the other hand attends a school I feel is not preparing her AT ALL. We work every night at home but I fear she will not be prepared when she crosses into middle school. I will be working with her and she is in tutoring (privately) but I worry still. Her school is clearly doing a poor job.

What sort of measurements give results like Albion (32) where the 4th grade is rated 4th, then achievement drops to 378 for 8th graders, and climbs back to 11th for 1th graders? Are the middle school teachers really bad? Or Onaway(46), Deckerville (84), and Stephenson (94). each of which parlay scores that get relatively worse--a LOT worse--the longer you remain in the district into top-quintile finishes. What are we supposed to take away from these scores as a practical application?

And note that Detroit has been taken over by the State of Michigan for the past 5 years, split apart into four different districts, looted, and left for dead. Then the State invited its favorite philanthropists and head bobbers in to replace the duly elected school board, who still meets and fights the closings and lootings of the schools. There is no mention of the deliberate failing Educational Achievement Authority, a separate and unequal "district" with less than 5000 students in 15 buildings seized from DPS and handed off to private interests for 1.00 a year while Detroit pays for them until 2039, and the "chancellor," who makes $350,000 per year plus expenses to oversee this atrocity. No mention of what this misuse of education money,, not to mention Ilitch's new stadium, being financed by tax captures for education means to the future of Detroit's children. Other than that, it's a pretty good report.

Very interesting way to evaluate districts. I do believe that economics plays a big roll in how kids do in school. My kids attend Wyoming and our district has faced several financial difficulties over the past few years. Not just in running the district but for our families. Like many cities we were hit very hard by the recession and many families are still struggling. It doesn't help that our we receive the very minimum from the state and we haven't been able to pass any bonds to upgrade our facilities. It also doesn't help that the state has required a few unfunded mandates such as all day kindergarten and increasing the district cost of staff retirement cost. In the end it comes down to each student and family placing an importance on education. I've seen poor families as well as single parent families succeed. Poverty or single parent households cannot be an excuse. Does it make succeeding harder? Yes, but it can be done.

It's interesting that homeschoolers consistently outperform traditionally schooled children on standardized tests by a significant margin, and that parental education levels and socioeconomic status make little difference.

As a retired educator after nearly 40 years of teaching in a public school, I have to tell you how tired educators are of reading so called studies or ranking of the schools by amateurs and politicians with an ulterior motive of privatizing the public schools. Articles ranking schools presume that a particular measuring stick (standardized tests like MEAP) are the ultimate test of a student's potential for success. I'm here to tell you that those tests are not the gold standard for evaluating schools. Your rankings say nothing about the level of rigor offered at the high school level which is an important factor in judging schools. The high school students represent the cumulative result of one's work throughout school. The MEAP is a mere snapshot that may have caught someone on a particular day. If schools focus primarily on MEAP scores and offer no highly academic courses like an A.P. program in high school, their graduates will be at a distinct disadvantage if they pursue college. In my uears of teaching, I never observed a college that was interested in an applicants MEAP score. The only people who focus on that are critics of public schools like the Mackinaw Center. May the many self-appointed authorities on education please stop trying to micromanage public education and leave it to the educators. I encourage everyone to read articles by Diane Ravitch. She presents one of the most informed and thoughtful views on the current situation.

In my previous comment, I neglected to mention that I would like to see the algorithm that was used to calculate the "Academic Champs Score." Absent that, the meaning of that number means nothing to the reader.

I come from a school district where things like AP classes are unheard of, almost all students receive free or reduced lunch, and funding is a joke. Seeing schools ranked from a different perspective is a relief and makes me proud of my hometown (which came in just outside of the top 50). I am graduating from U of M and will be receiving my masters and possibly PhD or MD from here as well. I know my educators went above and beyond to provide me with the best education they could given the circumstances, not everyone has the means to live in Okemos! And although school of choice does exist I would have had to travel 40 miles to get to the schools that some on here are referring to as "the preferable". All in all I think it is great to rate based on expectations for an income level because it is not realistic to think that children from schools struggling to stay open can compete with students with state of the art technology. Thanks for creating this and instilling some pride in the people of my small hometown!

I have a question. Are these schools compared within the county they reside in, or state wide? For instance, if schools in Wayne county were only compared to other schools within that county, the data for the less affluent schools could appear to be skewed. However if the schools are compared state wide, then the less affluent schools would be compared not only with the higher affluent districts but also the other less affluent ones throughout the state.

I have been struggling with the issue of whether to leave my son in Lansing Schools, where he is in the immersion Chinese program, or move him to Okemos and a large part of my issue has been how to determine how much of the difference in outcomes is the performance of the school and how much is based on just the economic status of the test takers. It would be very helpful to know the beta (how a change in one affects the other) and r-squared (how much variation there is between a perfect correlation and the data points) values for the correlation.

This is a complete joke. The wait list to get into my school district by the surrounding schools is ridiculous and they are all ranked above us? don't buy into this B.S.

This ranking seems really arbitrary and dependent on judgement call/opinion. The socioeconomic factor for a school with: (from the study method paper cited above) 100% of its kids getting free lunches = 200 100% of its kids getting reduced price lunches = 100 0% of its kids getting any lunch assistance = Zero Based upon whose opinion are those the "correct" factors for economic status? Completely arbitrary.

Districts who have above the minimum of $7214.00 can do things other districts only think about. This article goes along way toward the argument to that State Aid needs to be equal. Then you get the real picture.
