Alarmed by long-term subs, Detroit raised teacher pay and offered bonuses

When Nikolai Vitti arrived in Detroit in 2017 to lead the state’s largest public school district, he found that principals routinely plugged holes in their teaching rosters with long-term substitute teachers.
“I was shocked,” he said.
In Florida, where he had worked in both Jacksonville and Miami, public schools had issues hiring teachers, especially in urban settings. But nothing prepared him for Detroit, he said.
Vitti became Detroit’s superintendent of Detroit Public Schools Community District at a time when enrollment was shrinking, educator pay was stagnant and the number of available certified teachers was in decline.
The result was as many as 275 open teaching slots out of more than 3,000 classrooms that were filled with principals and with subs who worked on both a long-term and day-to-day basis.
"I had to constantly push back and change the culture and I think we're moving in that direction as we go into our third year,” Vitti told Bridge Magazine.
On Wednesday, Bridge detailed how the number of long-term subs used by districts across Michigan has risen tenfold in five years amid a shortage of certified teachers. The rates were far higher among charter schools and in districts with high poverty and poor test scores, a description that certainly fits Detroit’s public schools.
But while records show a number of Detroit charter schools have used long-term subs covering half or more of all classes, less than 3 percent of the roughly 3,500 teachers leading DPS classrooms were long-term subs last year.
To reduce reliance on subs, the district has hired hundreds of certified teachers, many from area charter schools. The Detroit schools still have nearly 100 teacher openings, that’s roughly a third of what it was before Vitti took over.
Teacher pay has been increased, with pay cuts restored and bonuses paid out as Vitti sought to make DPS teachers far better compensated. Top salaries jumped from just over $65,200 to $71,000 (for teachers with a master’s degree and 15 years’ experience). Though still substantially lower than suburban districts, it was a marked increase after years of pay freezes and cutbacks.
The union and district also agreed to allow incoming teachers to get credit for their experience elsewhere; there had been a two-year cap on compensating teachers for past experience, which meant that most incoming veteran teachers had to take a pay cut to join a district that faces extraordinary academic challenges.
The district also extended a big carrot: New teachers hired to teach at many high-risk DPS schools were eligible for $3,000 signing bonuses.
"Our focus is what's best for children and what's best for children is having a full-time, certified teacher in the classroom," Vitti told Bridge.
But those gains had a ripple effect: area charter schools, which have some of the highest rates of long-term subs, point to Detroit’s hiring wave for their growing long-term sub levels.

Note: Poor indicates the percentage of students who are considered economically disadvantaged. The majority of those are eligible for a free or reduced price lunch because of their family income.
DPS had 92 long-term subs in 2018-19, about 2.6 percent of all teacher slots. Of the more than 60 charters in the city, nearly half had long-term subs that accounted for 20 percent or more of teaching slots; combined, they amounted to 37 percent of the 1,088 teachers in those schools, up from 8 percent in 2016-17.
At the Detroit Service Learning Academy, there were two long-term subs among 85 teaching positions in the 2016-17 school year. By last year, that number had jumped to 47 long-term sub slots among 61 teaching positions at the charter district’s two campuses.
“Given the scarcity of certified teachers statewide, this is an issue of supply and demand, with many teachers going to the highest bidder,” Paula Simmons, president of human resources for the management company, Elite School Management, that hires teachers for the Detroit Service Learning Academy district, told Bridge in an email.
“No charter school district has been immune to the problem.”
Simmons said Vitti’s hiring spree had a direct impact on schools like hers.
“That success came at the expense of smaller districts. The push by DPS to fill all outstanding teaching positions puts further pressure on (charter schools) with smaller budgets like DSLA,” she wrote.
Armen Hratchian has seen the scramble for teachers up close. He is executive director of the Detroit chapter of Teach For America, a national nonprofit that takes recent college grads from top universities and puts them in classrooms in poor school districts around the country.
They get up to seven weeks of training before getting assigned to schools where they act as full-time teachers in the Detroit Public Schools and charters in the city for at least two years. The Detroit chapter placed 34 recent college graduates in classrooms this fall, Hratchian said.
"We probably could have placed a couple hundred statewide," he said.
Dan Quisenberry, executive director of the Michigan Association of Public School Academies, which advocates for the state’s charter school industry, downplayed the impact of long-term substitutes, pointing to a Brookings Institution study that found no connection between teacher certification and student learning (though other studies show mixed results).
Quisenberry said Detroit-area charters have been raided by DPS, which can offer teachers higher salaries and better benefits, leaving charters with few options in a tight teacher hiring market. “A [long-term sub] permit is better than nobody,” Quisenberry said.
Vitti acknowledged the district has hired certified teachers from the charter schools. But he said that should not relieve charters from being held accountable for having subs covering half or more of the teaching slots. He called upon the state to intervene.
What wouldn’t be tolerated in traditional public school districts shouldn’t be tolerated in the charter schools, he said.
There's “no question that in the context of Detroit and other urban school districts throughout Michigan, we've come to accept long-term subs as the normal because of this teacher shortage issue,” Vitti said, “and that's just not acceptable and not what our children deserve."
